General Safety Arrangements for all on site
-
- Please adhere to site speed limit of 5mph applicable throughout the site.
- The use of alcohol or drugs is prohibited on site. Anyone found under the influence of alcohol or drugs will be removed from the site.
- Keep access routes, stairs, doorways, working platforms and ladder accesses free from debris and other material.
- In the event of an accident/incident, inform the Site Manager as soon as possible. If the accident involves injuries, then medical treatment must be sought. In all cases the site accident book situated in the Site Office must be completed.
- Where there are other activities taking place on site, entry into these areas during erection or dismantling of structures is forbidden.
- All equipment supplied shall be suitable for the task intended to be carried out and in line with the relevant risk assessments and method statements (RAMS).
- All tools and vehicles should be secured against unauthorised use or tampering once they are no longer required or if they need to be left unattended.
- All manual-handling operations should be suitably risk assessed.
- Any concerns about fire hazards should be reported to a responsible person, so that appropriate measures can be taken.
- Combustible waste must be kept away from ignition sources. Large items of rubbish that pose a particular hazard, such as obsolete items of furniture, should be removed without delay.
Working at Height
For Those Working at Height
-
- All work at height should be planned and executed by competent persons, in accordance with the provisions of the Working at Height Regulations 2005. A risk assessment must be carried out and all workers must be aware of the control measures identified. All workers shall be competent in the selection, servicing and inspection of PPE and its correct use.
- A safety-harness and fall-arrestor or restraint lanyard shall be worn by all workers who may be working at height. All working at height operations must be supported by suitable risk assessments and control measures and consideration given to suitable collective or individual fall protection. Where appropriate, a suitable rescue plan shall be in place.
- In the first instance, work at height should be carried out from mobile elevated working platforms (MEWP’s), Telescopic Reach Platforms and enclosed scaffold or ‘zip’ towers. Where workers are using MEWP’s, they will utilise working restraint systems or a fall arrest system if they are likely to be reaching out of the enclosed platform.
- At all times when work at height is carried out, a responsible person shall ensure that suitable and sufficient resources for affecting a rescue of any suspended casualty are in place.
- Ladders may be used in certain circumstances, for access to working platforms or for a brief period of light work and where there is no other practical way and provided control measures are in place. All ladders must overreach the landing platform by a minimum of 1m and will be securely fixed. Workers should not use a ladder if the work involved requires using both hands and should not be used if carrying bulky or heavy objects.
Plant and Machinery
For Those Working with Plant or Machinery

- All workplace equipment must be checked before use and any defective items of equipment must be reported immediately to the relevant person and ideally a notice should be provided stating the item ‘OUT OF USE’ to prevent others from using it.
- Where applicable, compliance with Portable Appliance Testing (PAT) should be demonstrated.
- The use of plant, equipment and machinery should be restricted to those persons who can demonstrate competence either by production of a recognised licence or training certificate; operators, event owners, contractors, etc., must be able to demonstrate the relevant/equivalent competence.
- Plant must only be used in accordance with the instructions on the vehicle or in the vehicle safety handbook and only for the use for which it is intended.
- All vehicles and plant being used within the concert environs must display a yellow flashing beacon or hazard warning lights.
- Plant and vehicles should be inspected daily or before use for any obvious safety defects; should a defect be discovered it must be reported immediately and the vehicle immobilised until the defect has been repaired.
- Plant and vehicles should have the keys removed when parked, even for a short period of time and forklifts should be parked with the forks grounded.
- All lifting equipment must be accompanied by current certificate of inspection in accordance with the requirements of the Lifting Operations and Lifting Equipment’s Regulations 1998 (L.O.L.E.R.).
- All craning operations are to be carried out in the company of qualified slingers and banksmen and be accompanied by a lifting risk assessment and lift plan.
- Exclusion zones are to be put into place around all lifting operations/working at height processes, which involve overhead loads or where persons are working overhead.
- No persons are to carry out duties or use equipment for which they have not received the relevant training and instruction.
- No reversing of large or articulated vehicles shall take place without a competent banksman/person.
Licences
For plant and machinery operators

- If you are due to be operating any forklifts, or other plant please ensure that you have your licence/certification with you for the site manager.
- They will take a copy of this prior to giving you the keys to any hired equipment.
PPE required on site
PPE
- Appropriate PPE must be worn at all times when working on site. High-visibility clothing must comply with EN471 and will be either fluorescent yellow or orange.
- Black, blue, green clothing etc with reflective strips do not constitute high visibility clothing and will not be permitted to be used as such.
- Safety helmets that conform to current regulations and standards must be worn when in any area designated as a ‘Hard Hat’ zone, carrying out any work where there is a risk from falling objects or in an area where work is being carried out overhead.
- This is a CDM site and suitable protective footwear should be worn when working within our designated CDM zone – in and around the stage build area.
- Areas around the stage are designated hearing protection zones when amplification is being used. Please ensure that you are using appropriate hearing protection when working in these areas. Ear-plugs should be available from the Site Office.

- Toilets are available throughout the building.
Smoking
- There are two designated smoking areas – see map below.
- Please note that it is illegal to smoke anywhere else in the building.

- A medic will be on duty while production staff are working.
- First aid assistance can be requested via Control

- The first aid room can be found in the Olympia Grand.
ACCIDENT REPORTING
- All accidents and near misses are to be reported to the Site Manager/ Production Safety Advisor as soon as possible.
If You Discover a Fire:
- In the event of a fire or upon hearing the fire alarm, you will be notified by the automated voice system should you need to evacuate.
“ATTENTION PLEASE, ATTENTION PLEASE. HERE IS AN IMPORTANT ANNOUNCEMENT. IT IS NECESSARY TO ASK EVERYONE TO LEAVE THE BUILDING. PLEASE MAKE YOUR WAY CALMLY TO THE NEAREST EXIT”
ON DISCOVERING OR SUSPECTING A FIRE
- Activate the nearest break-glass fire alarm call-point (small red box, close to major exits).
- If safe to do so, use an appropriate fire extinguisher to tackle the fire, but only if your exit is clear.
- If you have time call Control on 0207 598 2666
- Leave the building by the nearest exit.
- Close all doors behind you
- Report to the nominated evacuation assembly point.
DO NOT
- Take risks
- Stop to collect personal belongings
- Use Lifts
DO
- Proceed to signed exit routes and evacuate the building unless told otherwise by security personnel.
- Report to the assembly point.
Assembly Points
- There are two designated assembly points, as can be seen on the plan below.
- HoDs should complete a head count of all staff and report to the venue representative at each assembly point.
- Please do not attempt to re-enter the building until permission has been given by the Venue Safety Officer/Management or the Emergency Services.
ZERO Tolerance
Whilst on-site there is a ZERO tolerance for being under the influence of alcohol or illegal drugs.
- If you are suspected of being under the influence of either you will be removed from the site immediately and may face disciplinary action.
Be alert…
SUSPECT ITEMS
- If you discover a suspect package do not touch or move it.
- Immediately contact a member of the Security Team.
- Do not use your mobile phone or radio in the vicinity of the package.
- Follow the directions of the Security Team and Staff to clear the area calmly if possible and follow the evacuation process used if the threat is confirmed.
SUSPICIOUS PEOPLE / ACTIVITY
- If you see anyone acting suspiciously in or around the arena please contact the security or production management team.
- Give them an accurate description of the person/s and what makes them look suspicious to you.
- You will not be criticised for reporting anything suspicious – if in doubt please report it.
TERRORIST INCIDENT
- In the event of an attack, it may be necessary to evacuate the arena, however, in some circumstances, it may be safer to remain inside. If an incident does occur think about your personal safety and listen to the radio and P.A system for any instructions.
- Hide if you can’t run.
- Find some cover.
- Be aware of your escape routes and try not to become trapped.
- If you can lock or barricade yourself in a room and move away from the door.
- Be very quiet and turn off mobile phones and other devices that could make unexpected noise.
- CALL 999 when it is safe to do so.
- If the Police respond to the venue in these circumstances please be prepared for their actions to be robust, this could include you being treated as suspicious until you are cleared.
- Always apply the RUN, HIDE, TELL guidance.
